It could be worth turning all other rads off at both valves and see if you get full heat to new rad. You may need to balance the system.

Sealed I believe. It's a combi boiler system. Have got the boiler running with just new rad and still the trv pipe is cool although I have just had a big release of air from the bleed valve... it seems to be slowly heating up all over. The area around the trv and the trv body itself is Luke warm
In fact the bottom of the rad is certainly cooler than the top. Just letting it run through for the minute.

Should I turn each rad back on one by one and bleed them?
Right start opening the over rad valves now, and see if that burst of air has improved things.
Once they are all open you can start bleeding again if needs be and topping system up. It now worth introducing an inhibitor

I would turn rads back on with heat on. And bleed and introduce inhib whilst off
