you should get 3 estimates from local contractors to get a proper answer to that question.

no.

when its mineral surface cap sheet or painted with solar reflective paint.

You are confused about the construction of flat roofs!

Its not "bitumen" but three layers of felt, hopefully bedded and joined with hot bitumen.

There are also some so called "high performance" felts which only need one layer with good overlaps and have a silver colour. They may need special adhesives.

Thats a pretty large roof!

A small garage say 2.4 m wide and 5.2m long usually comes to about £550 if the sheeting is OK so thats about £44 per m².

If the decking needs replacing then thats about £20-£30 per m² if 18 mm marine ply is used. Less if the inferior chipboard or OCB board is used.

So on your size its about £2200 if the decking is OK and about £3200 if the decking is to be replaced.

If you have a large new car parked outside the the prices almost double.
