new shower pump intermittent flow when temperature reduced

I've replaced my shower pump because the old one (Stuart turner showermate twin 1.3 bar) leaked. The new one is the same but 1.8 bar.

It seems to work fine when the temperature setting is slightly too hot, but when I turn it down a bit, the pump/flow becomes intermittent and/or stops. when the temperature is turned up again the pump works fine.

I've checked the flow rate and its well above what's required, also run it with the pump off on full hot to clear any air locks as per the instructions.

Any help would be much appreciated.

Edit: would a 'water widget' make a difference? A while ago the water company sent a little thing you can put in the shower head to reduce the flow rate to use less water.
