If you're going by the guideline heights given in the Approved Document for Building Regs. Part M, it's 450mm for dwellings (the 400mm level is for non-dwellings).

For new dwellings there is a bit more to do than just the the height position of the sockets right

So says the guidance in the Part M Approved Document, but as those documents point out, the suggestions contained therein are not the only way of satisfying the requirements.
