House is a 1930s semi

1. Top Bay External Sill - how much overhang is needed on the sill? There is approx a few mm overhang over lead plating and tiles on tbe front bay, is that OK? Looking at other properties I see many similar

2. Bottom Bay external sill - the sill has darkish marks/blemished at the weld joints, I was told it can happen and will weather it. What are your thoughts?
