newly plastered ceiling

I have a newly plaster ceiling in my kitchen and a few bits around the walls. What should I do for the first coat of paint. The guy who did it said 5-1 of paint and water then 2nd time normal paint. Buy my neighbour said I needed to use PVA? help im confused.
 
DO NOT use PVA. The guy who did it is correct; a mist coat of matt emulsion thinned 20-30% is fine.

I have painted a few reskimmed ceilings in my house recently when I wanted to get rid of the nasty artex.

The first coat I diluted down about 20% with water then the second 10% then I did a couple of proper coats. I pained the first coat one way then the second coat at right angles to this.

Yep..leave the pva in the tin..its an old wives tale.
