No hot water upstairs but plenty downstairs!

I have a saunier duval F24E Themaclassic that is just over 3 yr old & it is not giving any hot water to the upstairs b/room while the supply to the kitchen sink is good & hot. I did manage to get some hot water upstairs when i had a look for the tennant but only by turning the tap to just running very slow until the boiler fired up & then i was able to turn the tap up full & still get hot water . however that did not work for long & now it will only fire the boiler for a few seconds b4 cutting out, the flow & temp downstairs is still good. the boiler is situated downstairs.
I intend to test the flow sensor but would really appreciate a short cut, the more boiler orientated plumbers i know seem to think this is a very strange problem.
