No hot water

Hi. We have an oil fired central system and we have no hot water. I have checked the thermostat on the hot water cylinder and that is working fine. The Boiler fires up when the room stat calls for heat but does not when the cylinder stat calls for water.

Could this be a fault with the controller? It is a potterton controller.

Is there any way I can prove it is that, or is there a way of by passing it.

I have just manually held the motorised valve closed and still no good.
BTW the controller is only set for hot water. CH is off, with CH and HW turned on the rads heat up but still no HW?

UPDATE=

Just turned CH on and off, the motorised valve is working fine. The controller is an EP3002

Is it worth me buyting a new controller and trying it? Would this kind of fault indicate it could be the controller? Please Help!
