My brother has removed a radiator in friends kitchen, and capped the ends off.Now, there's no hot water,(ideal isar) is it a coincidence that the actuator has gone down, or can it be something else? the rads are fine. thanks.

I suppose he drained the system to do the job. If the hot water works on gravity, there might be an airlock in it.

Look for a bleed valve near the cylinder.
