My brother has removed a radiator in friends kitchen, and capped the ends off.Now, there's no hot water,(ideal isar) is it a coincidence that the actuator has gone down, or can it be something else? the rads are fine. thanks.

That's not a lot of information to go on. 
I suppose he drained the system to do the job. If the hot water works on gravity, there might be an airlock in it. 
Look for a bleed valve near the cylinder.

That demonstrates the lack of wisdom in taking on jobs for which he is not experienced, insured, or capable of dealing with any problems which might arise.
Without further information on the system its not possible to give very likely advice.
It sounds as if your brother should engage a competent plumber to sort it out ( and pay for him too ).
Motto, dont start anything which you dont have the knowledge to complete!

DIY is fine when you are doing it in your own house!
DIY for anyone else is stupid when not insured or having the necessary experience.
