I have a glow worm 18hx boiler, yesturday i drained the heating to change a valve. It is still drained but the hot water has stopped working.
The boiler showed a f25 error, i reset. then it showed f22, i reset again now it is showing f11.
Do i need to fill the CH system again to get HW, only i still have more valves to change but won't be for a few days.

You shopuld have read this forum first as there is a way to keep the HW working.

But the boiler needs to be pressurised to do anything!

You are lucky its probably not been damaged.

When you drained the heating, without realising, you also drained the HW primaries. DOH! Don't use the boiler until the system is filled again, and don't forget inhibitor. Use an electric immersion heater if one is fitted.
