No mains shut-off's for a 1970's block of flats.

A 100 unit 1970's block of flats was running out of hot water on the domestic side. Heating was fine.
Previous to us a number of investigations had taken place - some were ludicrous and ludicrously expensive to the management.
We went into almost every flat, a number of flats were void and locked but the manager assured us that others had been in and confirmed that all outlets & isolators were off. No leakages observed.
No external shut-offs could be located and the interior pipe arrangements were confusing - no drawings were available.
All tenants were asked not to use any water for an hour.
On opening the drainage inspection chambers a strong water flow was observed.
Where from?
The Utility was asked for a temporary street shut-off, they refused. They wanted thousands to supply new water services.
We insisted on inspecting the locked units (the keys were missing) & gained laddered access through the windows.
Previous delinquent tenants had trashed three units and left full bore, all taps running - emptying a pair of commercial storage tanks. No possibility of hot water.

FWIW: If you do this for a living then dont believe anything - go and eyeball everything.
The management had spent in the region of £7000 before we spent 16 hrs on site.
Why the manager insisted in his lies I dont know.

Why the manager insisted we were too expensive I dont know.
Is that the Royal We ?are you exercising your royal prerogative.
