No Water or Heating for days

If you have a fan heater to heat up the area where the cold pipe is you may get lucky. Or a hair drier on the pipe. This mains cold water pipe that the filling loop connects to " an outside pipe" where does it go to ? Outside in this weather it's bound to freeze up. Could you pour boiling water over it ?
