Noise from wall-mounted heated towel rail

I've just returned from a visit to my parents. About a year ago they had an electrically operated, wall mounted heater fitted, a ladder affair for hanging towels on. It used to be completely silent but now there's a hissing/rushing noise when switched on/activated by the thermostat. Any idea why? It's a Vasco (German, I think) and contains water and antifreeze ("precise amounts filled at the factory"). It came with an Allen key so can it be bled and, if so, where's the valve? Many thanks for any advice offered.
 
Being German the antifreeze iz bound to be ze precise amount :lol: pity the element didn`t last long, I think that`s what is making the noise, immersions do it when they`re on the way out :cry:
