Noise pollution

one of my pet hates is ignorant vehicle users who insist on keeping the volume up on the vehicle stereo in built up areas.
it infuriates me when they open the vehicle door, music blaring and leave the door open whilst doing whatever. particularly at say 6:00 a.m.
if i was president of the world, i would have squads monitoring this particular nuisance. they would have the right to either crush the vehicle involved or enter the persons house and play Barry Manilow at full volume whilst the perp' is trying to sleep.
noisy exhausts are another.
you can guarantee that the owner of a noisy exhaust will not be driving around sedately making as little noise as possible.
oh no, he will be revving the pants off his clio making a complete ar$e of himself and annoying the majority of folks.

Vehicles causing noise nuisance
Local authorities can remove vehicles causing a statutory nuisance by creating excessive noise under s80-81 of the Environmental Protection Act 1990 as amended. Regulation 97 of the Road Vehicles (Construction and Use) Regulations 1986 provides that no vehicle shall be used on a road in such a manner as to cause any excessive noise which could have been avoided by the exercise of reasonable care by the driver. This can be an effective provision for the police to use to deal with noisy car stereos and noisy car exhausts. When enforcing the offence, a police officer can:
give an oral warning
issue a fixed penalty notice; or
report for prosecution as appropriate.

Its not just cars. Fireworks now seem to to be obligatory accompanment to any kind of celebration eg. birthday, wedding, engagement, christening, funeral wake, party, celebrating award of latest ASBO, etc, etc.
We have a council estate nearby, populated by feckless chavs, who seem to delight in spending their dole money on fireworks, then letting them off in the small hours.
Why are fireworks sold all year round now? When I was a kid (1970s), we were there were public information films telling you to keep pets indoors on firework night so they wouldn't be frightened by the noise. There would be no point now, as fireworks start 2 weeks before Nov. 5th, and last for 2 weeks after.
