We get a loud moaning noise when we flush the toilets, the washing machine goes through the rinse cycle, and sometimes it happens when filling the tub. This started after the water at our house had been turned off while repair at a neighbors was taking place. We went out of to town while our water was off and returned 10 days later to this noise. Help

Could be the main stop cock wasn't turned on again fully. Is the kitchen sink cold pressure less than before?
