Noisy extractor Fan

I have moved into a new home on the top floor.

In the Kitchen there is an extractor fan, normally there is no noise when it is turned off but when the wind blows it makes a loud noise of the wind whistling down the metal tubing.

Now I am sure it is silly and maybe dangerous to cover the outlet completely on the roof, but is there anything I can do to reduce the noise?

I have not been up on the roof but assume there is some kind of cowling on there already?

Possibly, I am on the 4th floor on not far from the coast so maybe more exposed here.

It is open plan so no walls dividing the kitchen, dining room and lounge.
So when it's gusty there is no escaping the noise.

It is a new build and would you believe there is no access to the roof excpet using the window in the communal hallway to climb onto the roof of the next building.
