Noisy extractor fan

What kind of tradesperson should I call out to fix a noisy extractor fan in the bathroom?

Also, when the extractor fan is switched off, there is a lot of rasping and noise when it is windy. Is this due to a faulty extractor fan or something else?

Electrician, but it may only need the blades cleaning which is a simple diy job once you have isolated the supply

Sounds like bearings are shot , replace it .
 
Just by a replacement that is exactly the same, then swap them, save yourself the labour cost of an electrician.
 
I had a whole heap of issues with a ceiling mounted fan in the ensuite. I chose the fan, but it was fitted by an electrician as part of a renovation. It was an Xpelair Simply Silent. I checked it was suitable for ceiling mounting before specifying it.

The first one went horribly noisy, so it was replaced. I was told that was most unusual. The replacement went the same way. But by this time, it was out of its 12 month warranty, so I gave up and replaced it with a Europlast Extra fan with timer and humidistat. Half the price, with a much more robust ball bearing motor, it has been in service for a good while now with no issues and is much more silent than the Xpelair "Simply Silent" ever was.

The only thing is, the bezel is much slimmer, so if you retro fit one of these, there will be a fair bit of making good with filler and paint.
