May be the jumper inside the tap vibrating. Worse with very high mains pressure.
Try turning down the main stop cock, or next take the tap apart and grease with silicone grease and rewasher, or next change the tap, or next fit a pressure reducing valve in the mains pipe, having git your mains pressure tested. (Gauge is £10)

If turning down the mains stop cock works, a flow regulator called an Access Water Control Valve may be cheaper than a pressure reducing valve.

Hi ChrisR, it's just a flow regulator, works like the ones in combis. It's Reliance's official name in their catalogue. It's a bit posh too as it has has an isolator so you can change the regulator. see www.rwc.co.uk part no. SERV 961 190 and a few others. Cost around £10.
