Number plate lights are fed from one of the sidelight circuits. These are fused independently on each side. You need to get a circuit tester and check for a live and earth on each bulb holder.
...and 9 times out of 10 it will be a grotted up connector to the bulb holder.

Yeah, I'd say it's the earthing on the connectors. I've got a 2008 Focus on 109K miles and I've had to have the numberplate lights replaced twice now because the water kicks up and hangs around there, the metal is cheap and corrodes badly to the point it either rusts and breaks or builds up a layer of calcuium deposit and breaks the connection beltween the bulb and the holder.
