Oak sleepers - is a membrane still required if backfilled with Mot Type 1 Subbase?

Hello,

Thinking of changing my plans a bit. I understand that you want to avoid soil contact with sleepers because soil will hold moisture (hence using some sort of barrier / membrane), however, if the backfill is instead Mot Type 1 Subbase is a protective membrane necessary?

Type 1 will also hold moisture.
