I have found countless times, a light fitting has been removed and the wiring plastered over, but the switch left as is.

There may even be a lighting socket somewhere, hiding in plain sight!
First step, is check the voltage on the output, of that second switch, which appears to do nothing. See if it goes on and off, with the switch position. Use a volt stick, or a volt meter.
It's not unheard of, for switches to fail, with the contacts permanently closed.
