Odd radiator bleed valve

Any ideas on what type of valve this is, or, more importantly, how to get it working?

Looks just like a nipple but appears to have some sort of locking ring behind it...I've tried tapping it but to no avail...

 
What are the symptoms of the plumbing or heating problem you need help in solving?
 
Long story :)

After shearing off a rad valve top a few days ago, I've replaced the valve this morning. Naturally, I took the radiator off the wall to do so. Valve replacement went smoothly, repressurised the system, bled all the rads one at a time, until I came to this one, that I'd taken off the wall.

In short, it's an empty radiator going back on the wall so will need bleeding.

Edit: Ought to say that it's quite an old radiator, with only two inlets at the base, thus the valve is the only way to bleed it (that I know of).
 
If it's a normal rad vent, then remove it and replace with a new one.

If it's not a normal one, then remove the rad again, drill and tap a new hole, and fit a new vent, leaving the old one in place.
