Oil tank additives/cleaner e.g. sludge buster

After my oil boiler began spitting out black smoke/soot which was 2 days after a recent kerosene (heating oil) top up I am getting the manufacturer (Worcester Bosch) on callout to clean the boiler. The boiler itself repeatedly gave error 9F 855 (probably airlock) and repeatedly cut out. The boiler and oil tank are 5 years old. The oil tank is oil bunded. I suspect that there is sediment in the oil tank.

Between the oil tank and boiler there is:

Oil Filter & Isolating Valve - 1" BSP TM x 10mm Comp ( 18392). AFV-1000 (standard filter bowl)

Biofuel Filter - 20 l/hr 1/4" BSP

Teddington Kbb/C/90 3.0M Fire Valve

Tigerloop TON110 Bio Oil De-Aerator Internal Fitting

There is a flue management telescopic kit that works at getting the waste oil fumes out even in high winds the boiler does not cut out.

So there are multiple micron filters in place with aerators to make sure that the kerosene is air free and sediment free by the time it reaches the boiler.

I called Exocet (who make kerosene additives) and they sell fuel additives, anti bug and sludge buster. They assured me that I could put the sludge buster into the oil tank, swirl it around with a stick to mix in with the oil, get Worcester Bosh to clean/drain the boiler and fuel line and then afterward I could use the oil (with mixed sludgebuster) and burn normally in the oil boiler. Exocet assured me that I could use the premium fuel additive and anti bug additive as preventative measures to prevent oil tank sludge build up

I would rather use sludge buster (estimated cost about £150) versus £1k-£3k to get the oil tank drained down. I would also like to install a 3/8 oil water separator (https://www.bes.co.uk/catalog/product/view/id/33214/s/water-separation-filter-19345/) to make sure that any water is drained off in the future, and, if there is excess water in the oil, to use a tank sponge (https://www.fueldump.co.uk/product/heating-oil-tank-water-removal-kit/)

I have bought Hydra Vulcan (https://www.amazon.co.uk/Hydra-Heating-Additive-Reduces-Consumption/dp/B06XNRP94V/ref=sr_1_2?sr=8-2) instead as it will arrive quicker and it says it works on Kerosene fuelled boilers.

Has anyone used Hydra Vuulcan and these tank sponges to remove water from the oil?
