Just been at the parents in law and on the back of their house is an old cable which runs from house to house (terraces). At one end on their house it is not connected to anything. The cable appears to be 3 cores bound together by a metal spiral wrapped wire. Perhaps 2 phase and neutral. Anyway the houses are now supplied underground and this cable would appear to be redundant. It is hanging across one of the windows at the back of the house as the fixings are loose. Would the dno come and remove this cable free of charge? I found it strange that they left it in place to start with.

Not strange at all - cheaper just to cut and leave in place.
If you want it gone, then the easiest way is to mention it loudly at the pub and a few nights later the cable will disappear and then reappear at the scrap metal merchants.

Yes I'm sure they'd remove it. Don't try and remove it yourself. There was a thread on here a while back where someone tried to remove an old disused open ended supply cable. It turned out to still be live
