what the xxxx is this!,check out the wiring white box has 15 amp heat/30amp power/6amp lighting brown box has 7 or 8 15 amp fuses?

immersion element on cylinder has one immersion element im asumming this one element controlled overnight heating and instant hw? illegal or dual element i am a plumber i dont have part p so im not touching electrics but would like to know for future reference

Typically I'd assume that brown fuse box would be for storage heaters, and quite possibly an immersion. It's probably hooked up to a timeswitch in some way - can you take a pic of the meter and any other boxes that are attached to it?

There's nothing wrong with using one element for overnight heating and during the day, but you need an appropriate system to control it - your pics show something that looks well past its day - the freying wires etc. You should make sure it's all isolated, and then call in an electrician to do a PIR and then sort everything out. I suspect it would end up being a total rewire, as if the wiring to your immersion looks like that, I supsect lots of other bits do, at which point you have a fault/fire just waiting to happen...
 
Oh!!!! Yep that needs ALOT of attention, isolate and call in a sparks, bet my life the entire place needs a re-wire!!!

Where in Nottingham is it? Out Stapleford way any chance?
