Old stone skirting

Hi

After help here.

Our house is an old Georgian one in Bath and damp is our friend! We have bathstone skirting in our basement and we

have been stripping this to let it breath.

As the photo shows there is a smooth almost glossy red brown coating on the skirting under the paint and we can’t figure what it is or how to remove it. Any thoughts appreciated.

Old lead gloss paint?
Be careful with lead paint. Maybe buy tester
