Filling skirting board hole around pipe

It only needs to survive hot water, not flames. I suspect that any normal filler would work. As above, fill most of the hole with a suitably whittled bit of wood, glued or screwed in maybe, then filler, then sand flat and paint.

Expansion and contraction, might be an issue. An easy way to allow for that, is to slit a piece of close-fitting plastic pipe, to act as a sleeve, for the pipe.
 
I say this as a decorator... scrape away the burnt timber and then apply a soft lightweight filler such as Red Devil OneTime. It will accommodate expansion/contraction but you might need to do two fills to minimise sanding. It cures via evaporation so deep holes take a while to harden.

Nah, the filler is so soft that it will accommodate any minor expansion. The likes of Red Devil are not like the powder based fillers that you add water to. A clumsy description, but I describe is as being like a super, super fine polystyrene (albeit, one which is dream to sand- and the dust does not stick to everything).
