Old Tool Identification

Anyone have any clue what this might be???
It looks like some sort of vice in the one end and then a handle with a loose rolling piece at the other end...maybe used for something with an old horse cart or? Thoughts please!
 
tj - it's a hand vice. They're still made over here in the UK. They're used to hold thin sheet materials (which can't be held in the drilling machine vice) when drilling on a drill press (drilling machine). Allows a good firm grip - otherwise, when holding thin sheet in the fingers, the twist drill will grab the workpiece and spin it thus slicing open the palm of your hand.
