Ever since I have been in this house there has always been one small radiator in an upstairs bedroom which is invariably cold or nearly cold when all the others in the house are piping hot. I have tried bleeding it but cold water just squirts out of the bleeding hole. Anyone got any ideas?

If the valves to the rad are open and it isn't a stuck TRV, then its probably sludge. Remove and flush radiator and open valves for a few seconds to let any sludge run out.
