One rad cooler than the rest after replacing - balance issue?

hi, recently moved to a house with Worcester green star 30cdi combi, all (8) rads were hot & heating the house fine; took one upstairs rad off for decorating, (noted turns on LS valve, & closed trv) refitted, topped up boiler, refilled rad and set LS valve back where it was, bled rad, all ok and rad warmed up but is not as warm as the rest. Been like this for about a week since refitting. The rad has a uniform temp top & bottom, no cold areas, just not as hot as the other rads.

I'm assuming there is a balancing issue? I did try to reset the lock shield back to its original position but it's poss that I was slightly out.
Any ideas how to get this rad up to temp again? If it's about balancing what's the best way with this system? All rads have trv's fitted and all are hot except this one.

Ps, the pressure gauge at boiler was at the bottom of the green sector before I even started.
I topped up the system prior to refilling the rad and again afterwards, but the gauge still hasn't risen. That said all rads ex this one are perfect.

Any hep and advice greatly appreciated
