One Radiator on all the time

Hi,
Just moved into a new house. Fairly old gas boiler, a dial thermostat in the hall, and as far as I can see so far no timer. The wall thermostat seems to work ok except that when its turned down low one radiator seems to remain on and hot so the boiler appears to be on all the time.

The only way that I seem to be able to get it to go off is by turning the thermostat on the boiler to off.

Is this normal or can anyone shed any light on what could be wrong if it is not normal?

A better description of your system please, with some pics if your not able to describe it correctly.
 
It's not in the bathroom , but it is in the same room as the boiler and the hot water cylinder.
 
You still haven't supplied any useful info. Motorised valve/s pump etc. All that's left is guesswork. Don't drip feed info. This is a polite request and there are people ready to come up with a solution for you, but ...........
 
Its a stelrad ideal Mexico gas boiler, appears to be gravity fed. I can't read any identifying marks from the pump but it's looks quite old.

When the boiler thermostat is on it appears to be constantly heating the hot water tank and the radiator which is in that same downstairs room making that room unbearably hot. When the thermostat in the hall is made the heating comes on to the other radiators as well.

I am wondering if I am safe to close the radiator valve on the one that is constantly on, or if it needs to be on as a heat sink for the boiler?
 
it'll be a heat sink, usually its a bathroom rad or towelrail.
