Only 6 minutes of hot water from cylinder

Just back from draining the cylinder and looking inside and guess what? no scale.

Upon more investigation work it has become apparent that whilst only the central heating is on the boiler fires and stays on with the flow and return temperatures as they should be.

When I switch the central heating off and the hot water on, the return pipe instantly becomes equally as hot as the flow as though it has reverse circulation or the boiler is not shifting the heat and it is getting 'backed up' in the boiler and starting to rise up the return. I then noticed that the hot water return is luke warm and is not the last stabbing before the boiler. Could this be the cause of the poor circulation?
