Only get hot water when the heating is on

I have a Potterton Performa system boiler. It will only heat-up the water in the cylinder when the heating is on. This means that, if I need more hot water, I have to turn the thermostat up. Shouldn't the boiler heat-up the water, even when the heating is not on?

Is that a combi boiler?

You should have separate controls for heating & hot water.

It could be either the control panel itself or its wiring.

Or, a zone valve is stuck or the actuator that controls it is worn.
 
As already said it will probably be a faulty zone valve, if the water is heating up when the heating is on then the hot water valve will be open but the microswitch isint making, chances are you can just change the valve head (depending on make/model)
