Opening up blocked windows

I have two "blocked up" windows on the gable end of my property - the property was built about 1891 so I think they are features rather than actual blocked up windows (window tax and all that). Has anybody got any advice on how easy it would be to "open these up" and what the planning implications might be (the top window would overlook the neighbours adjacent garden)

Any competent Builder should be able to do the job for you. It would involve removing the brickwork , installing new windows and making good to the inside but I am not sure where you stand on the planning side of things. You will have to tell the planning office about it because you are changing the appearance of your exterior and they can advise you on the overlooking aspect of it.
 
If they realy are decorative features, it is quite possible that there are no lintels over the "openings". This could be a bigger job than you realise.
