If it's for preventing theft then buy two - install one in a typical location where it's likely to be found fairly easily and preferably fairly easily removed in one piece. Put nothing in it, or perhaps a tiny amount of cash.
Fit the other one well hidden so it will never be found.

If it's for preventing fire damage, then forget about reasonably priced.
 
The one you choose, before you buy it look on the lockpickinglawyers Yahoo pages for something similar.

Digital ones generally have the cheapest manual lock on them.
