Why dont they pardon everyone for crimes that no longer exist?
What type of crimes do you suggest should be pardoned ?

For all the ones that no longer exist they are thinking up new ones so they can replenish their coffers.
It could of course work in reverse...
17.4 million 'offenders' on 23.06.16 could be added to the criminal file records
