Out building garage planning permission

all houses in my street and behind me have access to a service road at back, where we have a garage. so behind everyone house is a garage. Some have done up the garage to make it big and as storage and some have gym etc.

My garage apparently was installed in 1960's and is kinda small

So i was wondering to demolish it and rebuild it. I was thinking to do a single block build than usual 2 block with insulation in middle.

Firstly for such rebuilds do i need building regulations? if it does then obviously i cant build as per to my needs i.e. single block build.

If it doesn't need any permission, then can i build single block or do i still need to build 2 with insulation?

I do understand it will be cold inside but it will be used merely for car and storage, nothing else so want to maximize space.
