Rebuild attached garage

We have an attached garage which was added to our semi at some point by previous owners, there is currently no access to the house via the garage, just a door to rear garden.

We are building an extension (planning approved yesterday) which will access the garage via a utility room.

The garage is single skin brick with a corrugated (possibly asbestos) roof and I doubt there is any dpc, neighbour's land is 12 " higher than floor level.

I was thinking of rebuilding in rendered block and putting tiles on the roof.

If we decided to rebuild the garage and keep all dimensions the same do we need planning, building regs, or neither? would it make sense to do this after the extension is signed off to ensure it is treated completely separately?

Rebuilding will be treated as if its a new structure for planing purposes and if a new structure would require planning permission, then yes you will need to apply.

Attached garages need building regulation approval.

It wont matter when you apply, but would be potentially cheaper to include it any forthcoming building regs application.
 
Best to obtain planning and building regulations approval for what you intend to build before you start any work on site.
