Outdoor tap cut into the blue pipe

i have a blue pipe outside the house, heading up to my loft. This is the main supply.

I want to cut int this and fit an outdoor tap. Can someone please advise on this fittings required for this please.

25mm equal tee and 25x15mm reducer or reducing to 15mm on the branch, a full bore isolation valve, double check valve any sleeving required and the backplate and tap of course.

Why is it on the outside? It's for underground/internal use as it's not UV stable. Maybe cover it with something?

Do you recommend Flopast or JG Speedfit fittings?

Can I cut this pipe with a handsaw or do I need a pipe cutter?
