Outside lighting: dusk-to-dawn or PIR?

What's the best mode of outside lighting for the purposes of keeping theives at bay? Dusk-to-dawn lighting or PIR? And would it be different depending on whether it was for the front garden or rear garden?

I was thinking of dusk-to-dawn for the front garden, PIR for the side alley and PIR for the rear garden (with manual override for the PIR).
 
Lights DON'T keep them away.

The lights only help them to see better what they are doing.

Who is up all night, 365days watching & waiting for something to happen, no-one.

Lights are only good as an add-on to some sort of detection that alerts the property owner, who is then able to see what is going on to then make the relevant noises to the authorities, or not.
