Outside stop tap badly installed cant turn off

A friend has asked me to change a tap for him. The ball o fix valve to the tap is seized. No surprise there, but the main stopcock in the kitchen, where the supply comes up is also seized. So I located the newly installed water meter cover in the street outside and the meter is lent over at the bottom of the tube blocking access to the stop tap. Who's responsibility is this. I thinks it's been badly installed. I can see how it's moved since? Any ideas?

That water meter belongs to the provider they should put it right
