Outside Tap Problem

My outside tap gives not much mor than a dribble when open. I have check the tap itself and that is OK. The only think I can think that could be the problem is the isolator valve under the sink.

I have operated the valve a few time but things are no better. One thing I did notice is that there is a an isolator with the handle (similar to a washing machine isolator) and this is combined with what appears to be another isolator using a screw in the same assembly - ie. two valves in one.

Is this a double check valve? Is there anything that I can try to free the valve to allow the water through? or is it a matter of changing the valve?

when you turn the plastic handle is the valve turning ?
sometimes they round off inside the handle and don't valve or the valve is seized.

You could try shocking it to free it.

With outside tap on hold a largish hammer on one side of the valve and strike it, NOT too hard, on the other with a smaller one. This will often free it off if stuck due to bit of grit etc stuck on sealing surfaces.
