Outside Water Tap Not Flowing.

Just tried to turn on my outside water tap and there's no flow. I understand from previous posts it could be a collapsed restrictor. What does this look like please and where is it located. Can it be repaired if indeed this is the problem. Many thanks and

Could there still be ice in the supply pipe?
 
What does this look like please and where is it located. Can it be repaired if indeed this is the problem.
Sounds like it could be a failed/collapsed check valve - depending on the installation can be in the tap itself or inside the property. Can you post a photo of the tap?

Assuming it's a double check hose union tap you will have to remove tap. It's likely the non return part is stuck probably from freezing.
You may be able to get it clear (don't try removing non return bits and using it, they are to stop you contaminating water supply with your hose pipe)
If new tap needed way less than £10 from shed of your choice.
 
Take the tap off and use a largish screwdriver and punch, break the white plastic bits out of the inside, tap will run just like a normal tap. The double check valve should be on the pipework inside of the house.

Outside taps with integral double check valves are no longer WRAS approved for backflow protection for that very reason, they freeze and burst the check valve sections inside.

Doesn’t appear to be the check valve inside the tap type, so either failed check valve inside, or a possibility that the washer has stuck at the tap. Before doing anything - you’ve not turned it off for winter or any other purpose have you?
 
CBW, no all left as for summer. Just read a tag inside stating I should have turned it off for the winter. Dooh!

The brass fitting ,next to the Chrome isolation valve ( that's partially open by the way) is your check valve and may be stuck closed.
If you unscrew the outside tap from the wall plate and no water flows out ,the check valve is the likely culprit.
If water does flow ,buy a new tap.
