Over heating volvo

I just bought a 1991 Volvo 410 GLE with a 1721cc engine.

The engine starts overheating if I'm driving really slowly or stuck in traffic.

Highway driving is no issue. I have not found any leaks on the ground and the coolant level is fine. The fan does not start when I start the engine but turns on when the temperature is close to the red and stays on after I've turned the engine off if it's too hot.

If anyone can help or give me an idea of what it is, it would be greatly appreciated.

I think this is the Renault engine?
Feel the radiator across its matrix when its hot, looking for cool spots...I have a feeling that its full of crud inside. :) Of course, the temperature gauge could be telling fibs, but if you're worried about the increase in temperature, turn the heater up to full and put the blower on - its better that you fry rather than your cylinder head! :)
