OK, defo get the fine wire brush and get as much off by hand as possible. If it turns out you have been going at it for hours and rust dust is still spewing out, you can grind it out using an attachment on a small tool like a dremel for example or use a wire disk/sanding attachment instead. I had to use all manner of different removal methods when I did my pipes.
