overflow from boiler

i have a combi which has the pressure relief valve output routed outside via copper pipe.
my mother has the normal boiler that heats central heating and hot water tank.there is a copper pipe behind the boiler that is connected into 32mm plastic drain pipe,which goes through the wall and down into a hole that's been drilled into concrete path,and a few stones to top it up,which i assume is a soak away,but it is always seeping water that is overflowing out of the soak away onto her path.
a subcontractor of the firm that fitted it have been out to service the boiler,she mentioned the water seepage to him,his solution is to reroute the pipe round the house the rear drain.which will look crap,
is this pipe not a pressure release system? in which case it should'nt have this water coming out daily,or is this normal,i just need to understand how this systm works before i ring them about their idea of rerouting the pipe.
 
If its a condense boiler, the pipe from boiler to 32mm plastic must not be copper. If the soakaway floods everyday I would doubt it is a proprietory condense soakaway and not fitted to regs.
Call the installer back, check corgi reg.

thanks everybody.it's an icos condensing boiler,i have asked my mother to recheck the outlet pipe,she now says it is a narrow plastic pipe,which i assume is 15mm,going into the 32mm pipe.is this ok,but i will contact the supplier to sort the soakaway,
 
thanks gremlin, it do'snt look as though the soakaway has been built to those regs stated.are these regulations or guides?
