Overflowing gutter water seeping inside

Hello folks,

Noticed that during heavy downpour our gutter in the back of the house overflows and seeps inside the house damaging the wall joint and off course, a lot of water in dining room floor. I know I should keep the gutter tidy but to have water coming inside the property, is very disconcerting.

I don't know what the problem is whether it needs a felt or some kind of facia guard. I attach some photos.

This is typical of the felt that should drape into the gutter being rotten, permitting water to flow back behind the facia and along the soffit.

This is remedied by fitting plastic eaves tray under the first row of tiles

Upon closer inspection, I noticed there is a hole in the old wooden soffit, where the overflowing gutter water comes through. The hole may have been used as an downpipe by the previous owner.

Now how do I patch up the hole, which is about 1.5 inch in diameter.
