overpainting kitchen tiles painted with emulsion?

We've recently moved into a rented house, but the tiles in the kitchen appear to have been given a quick spruce up by being painted with white emulsion.

Now this is peeling off, plus everytime we try to wipe it over we get paint coming away ruining our sponges. What would be the best tile paint to get to redo it? Also, would we have to strip all of the emulsion off or can we use a primer, or just paint over the top?

Its never a good idea to paint over ceramic tiles even with so called tile paint. It just never looks good. As the tiles have already been painted, i would gently sand the surface and give it a coat of Dulux satinwood. It doesnt really matter what you use as long as its oil based. Its never going to look great but it should stand up to a bit of rubbing more than the emulsion.
