Paint constantly bubbles up + makes long vertical cracks

I 've been batlling with this problem for weeks now and it is doing my absolute head in! I tried PVA and there was not difference. The paint always end up with long vertical hairline cracks. I sand it and repaint it but then they come again. I am the end of my tether. Please help.

Are/was you painting over vinyl silk?..old wallpaper paste?

You sure the crack aint in the plasterboard wall?

The PVA wont help at all...waste of time and money...and if you put it on first, might be the cause of your problems
