Paint flaking off rendered wall

Hi all,

I have a continual problem with paint coming off a rendered wall. At first the paint was blown, so then a builder re-rendered the wall and I still have a problem with bubbling, flaking etc. I suspect the issue is water coming in behind the render (it's a patio) and then making the paint damp - is that plausible?
